- Analysis of the institutional and governance requirements of regulation and non-regulation responses to water level fluctuations. These considerations included an assessment of the legal, regulatory and legislative authority that exists; the need for collaboration, bi-national study and the scope and nature of such studies; the requirement for new IJC Orders of Approval and other required regulatory and environmental approvals; the specific role of the IJC compared to other jurisdictions and how the decision process functions; possible funding mechanisms, etc. Included as part of the institutional analysis was a review of the requirements for building new structures in the Great Lakes, such as restoration structures in the St. Clair River.
