A first step towards developing an adaptive management strategy was to develop a better understanding of the risks of a changing climate and the uncertainties associated with possible future water level conditions, particularly in terms of the impacts on the key interests in the upper Great Lakes system. This involved identifying the impacts as they relate to water levels and then assessing how plausible such impacts were given our current knowledge of potential hydroclimate scenarios that could be experienced in the future.
