What are the elements of an effective adaptive management strategy?

Details
In assessing the role of adaptive management in addressing risks related to extreme water levels in the Great Lakes - St. Lawrence River system, the IUGLS developed a long-term adaptive management strategy. The adaptive management strategy focused on what is necessary in terms of ongoing monitoring and modelling to gain greater understanding of appropriate adaptive actions and of when and how they should be implemented or adjusted to minimize future risks.
