Given the vulnerability of the various interest groups to extreme water level conditions, and the plausibility of these conditions occurring based on available hydroclimate information and the decision-scaling approach employed by the Study, the Study investigated whether Lake Superior regulation could be used to address extreme conditions in the future, or whether alternative adaptive measures would be required.
