Lake Superior Regulation

The International Joint Commission's primary directive to the International Upper Great Lakes Study Board was to review the regulation plan used to determine the outflow from Lake Superior, and recommend on possible changes that could be made to better meet the evolving needs of the various interest groups and stakeholders served by the upper Great Lakes system. This involved the formulation and evaluation of numerous possible regulation plans to meet criteria developed by the Study Board with the help of technical work groups representing each of the different Great Lakes interests. Regulation plans were developed and tested against a wide range of possible future water supply conditions, with special consideration given to the significant uncertainty in future hydroclimatic conditions that exists.
