Mr. Smithe is an environmental engineer with 30 years of experience in the pulp and paper industry and in outside consulting activities.  He has a broad knowledge of environmental regulations and solutions:  water, air, solid waste, hazardous materials, superfund, chemical safety, right-to-know, permits, environmental audits, reporting and record keeping. He is former United States Co-Chairman of the Environmental Sub-Committee of the United States Chamber of Commerce on Canada-US relations (1991).  He has been active in technical organizations of the paper industry and in the Michigan Chamber of Commerce, and has served on the Manistee, MI County Planning Commission and Solid Waste Council.  As a civic project, he helped (gratis) design, obtain a grant, and supervise construction of a large recreational complex:  baseball diamonds, tennis courts, picnic area, etc. 
 
He is chairman of the Great Lakes Coalition for Shoreline Preservation (GLCSP), an alliance of several thousand shoreline owners along the Great Lakes who are concerned about fluctuating water levels:  both extremely high levels like those that caused erosion as in 1997, and the extremely low levels and the problems they present at this writing.  As a shoreline property owner himself he has studied the causes and seen the effects of changing levels for several decades.   It is his pleasure to serve on the PIAG.
