Ralph J. Moulton

Ralph Moulton is a civil engineer with extensive experience
in the management of water resources of the Great Lakes.
He has participated in several International Joint
Commission studies, with his primary focus being in the area
of coastal impacts of fluctuating water levels.
Most recently he co-chaired the Coastal Task Work
Group of the International Lake Ontario-St. Lawrence River
Study Board and he participated in the Great Lakes St.
Lawrence Seaway Study.
He has also led communications activities with the
public and the media related to Great
Lakes
water levels. He
has been involved in the oversight of water management on
the Niagara River
through his roles as the Canadian member of the
International Niagara Committee and the Canadian co-chair of
the International Niagara Board of Control.
He has been employed by Environment Canada since 1975
and is presently a senior engineer with Meteorological
Services of Canada, Ontario Operations.
