Kenneth G. Higgs

1952-1956: Field Officer for the Humber Valley Conservation Authority, where he experienced the devastation of Hurricane Hazel in 1954.
1957-1976: Senior Technical Officer for the Metropolitan Toronto and Region Conservation Authority.
1976-1982: Senior Administrative Officer of Authority.
1981: Elected Fellow of the Soil and Water Conservation Society.
In the late 1960's, Ken was a member of the Technical Advisory Committee of the Metropolitan Toronto Planning Board, which prepared a Plan for the Toronto and Region Waterfront on Lake Ontario.  
1970: The Metropolitan Toronto and Region Conservation Authority was designated as the implementing agency for the Plan, except for the City core.
The Plan involved the purchase of waterfront lands, the use of fill to construct new waterfront parks, as well as to manage and regulate the shoreline.
