In Jim
Bruce’s early professional life, he established the flood
warning system for Province
of Ontario and
undertook research and teaching at the
University
of Toronto
in Hydrometeorology.
He was appointed in 1967 as first Director of the
Canada Centre for Inland Waters, and subsequently Director
General, Inland Waters Directorate for Canada. He was part of the Canadian
team which negotiated the 1972 and 1978 Great Lakes Water
Quality Agreements (Canada-U.S.A.) and served as Canadian
co-chair of the Science Advisory Board and later the Great
Lakes Water Quality Board of the International Joint
Commission. He also chaired the Prairie Provinces Water
Board and the Mackenzie River Basin Committees.
Jim Bruce moved in 1980 to the position of Assistant
Deputy Minister of the Atmospheric Environment Service.
After leaving the federal government, he served as
Director of Technical Cooperation and Acting Deputy
Secretary-General of the World Meteorological Organization, Geneva. He is author of
several books and numerous papers and presentations on
climate, water, natural disasters and related issues and has
been awarded honorary doctorates from McMaster and
Waterloo
Universities.
