Deborah is the Water
Management Program Manager of the Great
Lakes
and Ohio River Division, U.S. Army Corps of Engineers.
In this role, she is responsible for policy and
oversight of the Corps’ water management operations in the
Great Lakes and Ohio River watersheds including Lake
Superior and Lake
Ontario regulation, operation of 79
multi-purpose reservoirs, and
Ohio River
flood control and low flow management.
She has more
than 22 years of professional experience in water
resources research and management with the Corps and the
National Oceanic and Atmospheric Administration.
She was a founding officer of the Michigan State
Section of the American Water Resources Association and
served on the Board of Directors of the International
Association for Great Lakes Research.
She has served in a technical capacity in IJC
Reference studies, most recently participating in the Lake
Ontario-St. Lawrence River Study as a member of the Plan
Formulation and Evaluation Group.
She is licensed as a Professional Engineer in
Michigan and Ohio, certified as a
Professional Hydrologist by the American Institute of
Hydrology, and is a Member of the American Society of Civil
Engineers.
