David is the Manager of Environment Canada’s Great Lakes – St. Lawrence Regulation Office.  He is responsible for Environment Canada’s operations in support of Lake Superior and Lake Ontario outflow regulation and has provided water management advice to the IJC Boards since 1990.  The Commission appointed Mr. Fay as the Member for Canada of the International Lake Superior of Control in May 2007.  He has previously served as Regulation Representative and Secretary of that Board.  Mr. Fay is the Canadian Regulation Representative to the International St. Lawrence River Board of Control.   David has participated in several IJC Reference studies, most recently as the co-lead of the Hydrologic and Hydraulic Modelling Group and member of the Plan Formulation and Evaluation Group in the Lake Ontario – St. Lawrence River Study.  He is the Canadian Chair of the Coordinating Committee on Great Lakes Basic Hydraulic and Hydrologic Data.  In the 1980s, David was the Executive Secretary of the Ontario Shoreline Management Advisory Council.  Mr. Fay is a member of the Canadian Water Resources Association and a licensed Professional Engineer in the Province of Ontario.
